I notice that some of my contacts actually have the Send Voice Message
feature.
Others say Send Voice Message Not Available.
I think it all depends on whether or not your contacts have set up voice
messaging.

I've noticed that the last couple of releases of Skype have gotten rid
of the regular voice message for video messages.
