not really sure why you can't answer an in coming call, but I never use a
specific button other than to just use the key stroke combo of (alt page up)
and that is controlled by a setting in one of the options menus that allows
the use of those kind of key commands even when your focus isn't on Skype.

program more carefully and found out that if some one call you on Skype,
