Bom vamos la..
Primeiramente uma coisa antes de dizer o porque do file nao ter sido
uploaded.. vamos a conf do seu vsftpd.

anon_upload_enable=YES
Esta flag daqui voce pode deixar marcada porque se o usuario anonymous
nao vai poder conectar no seu server, nao tem motivo permiti-lo fazer
uploads.. :)

#idle_session_timeout=600
Esta flag tambem eh consideravel..
idle_session_timeout eh bom voce setar esta flag porque senao a pessoa
que estiver conectado ao seu servidor de ftp caso ele esteja idle vai
estar "ocupando um espaco estando a conexao de forma ociosa", que talvez
por ganho de desempenho outra pessoa poderia estar querendo estabilizar
uma conexao com seu ftpd, entao coloca um timeout para idle_session..
300 secs == 5 min.. ta otimo..
E em relacao ao upload.. eh simples..
voce esqueceu de indicar o nome do arquivo no diretorio remoto..
put /tmp/ftp_teste.txt /home/renato/ftp_teste.txt
abaixo um exemplo:
