Amigo, tive o mesmo problema uns tempos atras.... é provavel que o que
esteja dando esse erro seja seu rc.inetd... então faça o seguinte,
pare o serviço e tente rodar o vsftpd novamente:

/etc/rc.d/rc.inetd stop
/usr/sbin/vsftpd &

se não funcionar, poste de novo, ok....[]s...
