Fábio,
O dot1q é necessário sim se for usar VLAN, mas como geralmente o Linux
já vem com o suporte a ele habilitado, parace que não precisa.
E precisa-se de roteamento sim !
A não ser que você queira que uma VLAN não fale com a outra.
