I was hit by this as well a week or two ago, but was too tired and annoyed to investigate the root of this issue, so what I've done was a stupid, yet effective workaround -- I commented out msgpack-python line in /usr/lib64/python3.6/site-packages/borgbackup-1.1.7-py3.6.egg-info/requires.txt file and things were functional again. But now I got curious and looked around a bit.
