Lots of software depends on icu4c (check the Changelog). I suggest you spend your efforts on finding why your document won't compile using texlive 2021, rather than trying to get texlive 2023 working on Slackware 14.2/15.0. Next suggestion would be to run Slackware-current in a VM. But, this discussion isn't on topic for this list (as texlive is provided by Slackware, not SBo). I suggest you move it to LQ.
