Well, this requirement is not enforced, the python3 setup.py command works without complaining. It just produces the wrong result with files in : /usr/lib64/python3.9/site-packages/UNKNOWN-0.0.0-py3.9.egg-info/ This seems to mean that a newer setuptools is actually required.
