thanks B Watson for the extra info. I've modified my tar creation to
specifically add the directory entry as the first item, which the form
then accepted.
At least you have an unexpected edge case. I guess the verifier was
looking for permissions on a directory entry and didn't find one because
the first entry was a file entry which included the directory which tar
-xvf would create.
