Let me modify previous submission. I cannot build on land owned by others. However I can build on group deeded &/or set lands that I am a member of even though I do not have that group tag activated. Top bar shows building/rezzing not allowed. Bottom bar build option not pressable. But I can build through the View > Build menu option.
