This may block development that should reference org.apache.log4j.Layout.
Currently in the log4j-over-slf4j component Layout mistakenly exists at
org.apache.log4j.spi and should be moved to org.apache.log4j.
org.apache.log4j.Appender will need refactoring to remove the line "import
org.apache.log4j.spi.Layout;".
