I was wondering if you knew whether or not there was actually a "slide contributor" who monitors the dev mailing list, evaluate third party patches to Slide, and merges them into the cvs base?

Some of us monitor the list, and occasionally merge things back in. However, stuff like this (complex transaction management stuff) is outside what any of the semi-active contributors have done much with, as far as I know. Certainly, I don't consider myself sufficiently well qualified to evaluate this patch.
