1) if possible we should have the Apache license for WVCM.
2) Great, actually the author is Martin
4) The test cases are XML Files, we could add the Apache license packed in a XML 
comment. Does someone have scripting for this (and is willing to do so)?

Open points at license conversion:

1) Many files under ./proposals/wvcm and proposals/jcrri have not copyright
   message attached at all. Are they somehow special since they are
   related to the JCP? Otherwise which year should be used for the

   had no copyright notice and strange author tag. I added a copyright notice.

3) ./src/util/org/apache/util/MIME2Java.java has a additional coyright message
   related to IBM. How to handle this.

4) Most of the non java files  including all the testcases
 have no license attached.


I think all files, which had a 1.1 license are converted 
except MIME2Java and some files in src/webdav/client, which
Ingo will probably delete tomorrow.
