i'm having trouble download most of the releases on my main development box (macOSX) and my linux development box is out of action at the moment (blasted mandrake expired my root password and then an upgrade to 9.2 became repeated re-install leaving it in a bit of a mess) so i can't verify whether it's just a problem with my client.
Downloads work for me...
hopefully some of the other folks will be able to either confirm these problems or confirm that they are all in my mind ;)
BTW i did notice that your unix file permission settings need attending to. please ensure that your default group is jakarta and that all files you create are group-writable by default. (this means the other jakarta folks can fix up any little issues without having to bother root.)
Funny, my umask already is 0022. Do you know how to set the default group?
