PROPOSAL: What goes into the release branch

In order to clarify what should be done in the release branch and what 
should not be in the release branch, here is my proposal:

(1) The aim of the release branch is to bring the release to a final 
state as fast as possible
(2) In no case do new features go into the release branch
(3) No archtiectural changes go into the release branch
(4) Bugs are to be fixed as directly as possible without any general
changes and with the least amount of changes
