Yes, its a good time for a 2.2 beta release, I think too.
Having a "simple" svn migration first and reworking the structure later seems a good option.

Migrating to SVN before the beta will push the first release off any farther, too, since we're going to have to restructure our build process.
If the SVN issues aren't going to be resolved in the next few days I think we should probably release first.
