Hello Thomas, sounds intresting. Do you mean quotas acording draft-ietf-webdav-quota-06 ?
I think the event handling mechanism might be a good choice. With event handlers you can maintain data (e.q. some thing as currently uses space) and you can throws VetoException if if some conditions are violated (e.g. like space exhausted).
