cvs2svn does a fine job of migrating branches/tags. Also, we've good access to SVN experts at Apache, so let Infrastructure worry about the difficulty/problems :) That said, migrating the current structure over and then thinking about what to do is probably best as it gets it over and done with before the community debate rather than afterwards.
