Right, My fault for not digging deeper, I assumed apparently incorrectly that when Rafael said that the IBM legal was done that meant "done" as in the proper documents submitted. That was reinforced when nobody spoke up when you posted the code to the dev list and I responded with my offer to review and commit. So you (IBM) needs to fill out the form and fax to ASF before we vote on committing the code. You (Zeus) can post this to the dev list for clarification if you want and no I am not on the PMC I am just a committer and I have a CLA but that apparently doesn't apply to the IBM donated code (which I thought it might) since I must commit it.
