My fault for not digging deeper, I assumed apparently incorrectly that when
Rafael said that the IBM legal was done that meant "done" as in the proper
documents submitted.
 
That was reinforced when nobody spoke up when you posted the code to the dev
list and I responded with my offer to review and commit.
 
So you (IBM) needs to fill out the form and fax to ASF before we vote on
committing the code.
 
You (Zeus) can post this to the dev list for clarification if you want and
no I am not on the PMC I am just a committer and I have a CLA but that
apparently doesn't apply to the IBM donated code (which I thought it might)
since I must commit it.
 
I am going to CC the dev list on this so Martin or another PMC member can
respond.

Hi Mike,

I read on the emails that we (IBM) may have missed to submit some paperwork
when contributing the code. Is that right?

Someone pointed that there must be an IP Clearance Document submitted before
the voting to accept the code takes place, right? 


Should this document (IP Clearance Doc) be filled by us (IBM) or by the
receiving PMC as stated in
http://incubator.apache.org/ip-clearance/index.html. 
And the receiving PMC would be you right?

Is there anything that we are missing?

I just understood that your code would probably already be covered by the
CLA (this was up for discussion a couple of weeks ago).
I think we can do with a commit, if all headers etc are correct. If there is
any kind of attribution I think a code grant would be safer though (eg if
there is a (c) alariussystems or something in the
header)

I'll see if I can find anything in our legal documents for the code grant.
