"~" means "self"      like in the rule you may change /users/bita if you are
/users/bita

"nobody" means "everybody" (all users)
Remy named it "nobody" because the statement :
- "everybody has role nobody" is true
- "everybody has role all" is false (since otherwise, everybody would have
root also)
