I think you should be able to do all the necessary
steps using webdav. Something like this:
$ copy /users/template /users/newuser
$ proppatch /users/newuser password newpassword
should do the work. I tried this some time ago on
slide 1 and could log into the new account.
You would also have to add ACLs via Webdav if
necessary.
