yes, locking a non-existing resource is allowed (see sec7.4, rfc2518). I think there must be no resource type associated with such a resource, as it's null resource. Only after a PUT or MKCOL request a proper type can be assigned to such a resource. However, assigning a type for such a resource may be server dependent, I guess.
