You are correct.. In fact, if you want to talk WebDAV only, Slide is
great and you can use the very simple Struts admin interface to manage
users in the most simple of fashion. But no, Slide is a framework not a
product much to my dismay as well. Based on my previous informal survey
I sent and the traffic on this list for the last year, Slide is really
used primarily for WebDAV content mgmt with some nice server-side
interceptors for hooking in custom workflow, etc. I've noticed many of
the users are working on a commercial or IT product and so they may not
have time to push code back in except for small bug fixes. The original
development team is pretty busy so new features or improvements are rare
(minus the JSR 147 work being commited here and there on a weekly basis
AFAICT). So, given that info I hope it helps you determine if Slide is
appropriate. 

I've been trying to do a complex web-based CMS system for my church
after hours, and from working with Slide I found that the only way to
get all the features I need and remain WebDAV compliant for external
clients is to talk HTTP from the web app - not the most efficient or
transactional way of doing things. I wish the best for this project, but
it is definitely not a CMS framework in the full sense of the term, but
is great for DAV-related needs. I have previously proposed several
architectural changes to the mailing list that I'd love to push forward,
if I have the time. But, if I opt for another CMS tool instead, my time
may be limited to donate back to Slide. Maybe someone can take the
vision and make it happen.
