I have finally figured this out! UTF8 only works when encoding is set to UTF8 in the slide.properties (big surprise) and the tomcat connector must be the CoyoteConnector with parameter useURIValidationHack="false"! If useURIValidationHack is not set the UTF8 will be broken - that was the cause of all my problems!
