I've had problems opening PDFs from IE before. One thing you may want to
try is using the embed tag from an html page. Example:

<OBJECT CLASSID="clsid:CA8A9780-280D-11CF-A24D-444553540000"
STYLE="height:100%; width: 100%">
<PARAM NAME="src" VALUE="<url to pdf file>">
</OBJECT>

Might work better.
