This has already been discussed a while ago. Basically the response URLs are stored in a Hashtable. And a Hashtable doesn't preserve or guarantee the insertion order.
Btw., do we have a valid decision now to require Java 1.4? If so we could easily replace the Hashtable by a LinkedHashMap.
