Was the file created after you changed the configuration settings? I'm pretty sure these are properties of an individual resource, and the values in the configuration file are the defaults that are used when you create a new resource. So if you try the checkout on a resource that was created before you tweaked the configuration settings, then those files will still have the old value of these properties.
