Launchpad tests fails on vmbuild due to port 8080

The Continuum integration tests of the Launchpad at [1] fail, as port 8080 is
in use on that machine.
The launchpad-webapp pom.xml and code must be updated to allow that port number
to be set by a system property, and the continuum config updated to define the
new value.
