well this is exactly the problem. assume the bundle is installed and started
and the content is loaded.
the i shutdown the server and delete the repository. the next time i start the
server, i want the content
freshly installed. so the only place to store the information if the content
was installed is the repository.
i have no problem uninstalling the bundle if the content-loading for that
bundle should be avoided.
