Conflicts between services being started and jcrinstall uninstalling bundles

Setting priority=major as Sling seems to freeze when this happens, or at least
becomes very slow.

avoiding conflicts between jcrinstall and other OSGi framework activities, when
jcrinstall needs to uninstall bundles when it starts.
