Currently the launchpad/base artifact only contains the Sling launcher code.
The Apache Felix framework code as well as the OSGi libraries will only be
glued together with the launcher code downstream in the launchpad/app etc.
modules.
Since the version of the framework used depends on the launcher code, it places
an unneeded burdon on the downstream bundles to find out which exact framework
version to include.
Therefore, the framework and OSGi libraries should be included in the
launchbad/base artifact.
