As discussed on the list [1] the parent pom should be cleaned up as follows:
* Add the Apache Snapshot Repository to the artifact repositories (it is
already a plugin repository)
* Drop the declaration of the incubator repository for release deployment
On the second point: Recently the Incubator PMC decided, that it would be ok
for Incubating projects to deploy their releases to the central maven
repository instead of the incubator repository. So we should take this
oportunity.
