I did the jetty.xml config using a bundle fragment with the current version of sling: http://aaronz-sakai.blogspot.com/2009/04/configuring-jetty-in-pax-web-osgi.html However, I suspect you will end up needing to get a patch into pax-web itself to load the webdefault file most likely.
