This link on the pax-web site may help you configure the jetty.xml
file (not sure if that will get you a way to load the stuff you need
though, pax-web 0.6.0 is the one in sling currently):

I did the jetty.xml config using a bundle fragment with the current
version of sling:

However, I suspect you will end up needing to get a patch into pax-web
itself to load the webdefault file most likely. Might be worth trying
the jetty forums?
