The Apache Felix project has released version 1.8.0 of the framework and 1.2.10
of the web console. We should upgrade the launchpad base and bundles projects
to these latest versions.
Most notably, the 1.2.10 version of the web console fixes a nasty bug, which
prevents the 1.2.8 version from configuring the system.
