I use Qpage <www.qpage.org>, but others use sms-client <???>.
Send an email to a mail server which has access to a qpage SNMP server and
the aliases file invokes the qpage server to dial out and send the From:
line, the Subject: line and the text.
There is a piece on my web site about it.
