according to "Linux Mailing Lists" at
http://oslab.snu.ac.kr/~djshin/linux/mail-list/

the linux-c-programming list is at newlists.itis.com. Mail majordomo@ to
subscribe, linux-c-programming@ to post.

Strangely the Linux Mailing List Menu at
http://www.croftj.net/~barreiro/lml.html
which is usually a bit better doesn't list linux-c-programming. It could be
that the list is dead, I can't remember. In any case I don't remember it
ever being particularly useful, and I think that's because its scope is way
too broad. You're probably better off joining the lists for specific
projects that you're interested in, or at least specific programming areas
(eg. x11, the gnome lists, networking, kernel etc).
