I am one of the people involved in the development (indirectly, only by
suggestion and bug picking) of ip_masq_icq.
It is the best solution besides port forwarding for running ICQ behind a
masqueraded firewall.
SOCKS does absolutely nothing for you, since you are already masquerading
outbound connections. SOCKS is just a poor excuse for Windows user to
think they can create connections from behind a firewall =)
[waits for flames from people who don't use masq'ing firewalls to
complain]
So the two choices are ip_masq_icq and port forwarding.
ip_masq_icq is great because it correctly sets the IP and forwards all
known protocols up to 99b, although I must say that there are some
problems with a few file transfer issues, maybe some chat issues, and
definitely incoming voice message issues :) ip_masq_icq also allows
consistent communication and working communication between both internet
people and intranet people without IP problems.
Port forwarding is better and worse, the timeouts are all wrong which
means you will get a lot more "Cannot establish direct connection" to
people you previously had a connection with due to the packets timing out
earlier than they're meant to and stuff.

insmod ip_masq_icq log=iosx
Then do a tail /var/log/messages and start ICQ on the remote computer,
make sure you don't define any firewall settings in ICQ. Just set it as:
I am using a permanent connection (LAN)
- I am not behind a firewall
