[SLUG] multiple com ports

I have a LUG member who wishes to setup a cheapy dialin facility.
His idea is to have a single modem dial up and four modems
to dial into the local network.
What hardware/software would be best(read cheapest) to do this.
I could easlily set it up with a PM3 but this WAY over budget for them.
