When I worked at Crown Corning, I had a set of reel to reel backup
tapes like that. Had to clean the heads between each tape. Turned out
the oxide was falling of the backing in great swathes.
The accountant had brought a batch of 20 tapes for $100 from a sister
company that was throwing them out.
Only ever seen something similar in Dat tapes once, but only a slight
patch fell off a very badly mangled section.

Head cleaning - hummm. worth trying. It seems to have stopped asking
(nay refusing to work unless it was cleaned).
