Use FreeSWAN ( http://www.xs4all.nl/~freeswan/ )

Everything you need to know about this open IPSEC implementation is
here.

We are currently using it and it is amazing! Reliability is excellent.

Our only problem is bandwidth now. During the very high utilization
periods, the connections are a little slow. This is the price you pay
for sharing an Internet pipe, as opposed to having a dedicated WAN
connection.
