I'm not too sure what you mean, if you mean someone is downloading a big file
from the internet, if its a dialup ppp link, you're probably saturating
it.
One easy thing to try is lowering your mtu and mru in ppp options to 286,
or 542. It will be less efficient, but it should handle more than one person
using the link at the same time a little better.
