I've used a pretty good indexing engine called Swish with a web frontend
called WWWWais.
It requires a C compiler and Perl installed. 
Try http://sunsite.berkeley.edu/SWISH-E/Discussion - it's got pointers
to other engines as well.
An Apache Indexing module is a good idea- I'm not aware of any.
