OK, I actually replied to this offline, as I thought it was a bit OT.
However, I said:
"We are discussing filtering for kids, not for adults.
Parents should be responsible ultimately for what their kids do, not the
Government, and the parents should have an active interest in what their
kids are reading. They should be adding things to the list, much like adding
to a school library.
Once the kids outgrow the need for such filtering, you switch it all off and
they can play with the Wild Wild Web."
