There would be a logical reason for the lag:
(ftp://ftp.usyd.edu.au/linux/README)

The mirror of the debian site is no longer available
because we do not have enough disk space to mirror it.
An alternative site is available at:
ftp://mirror.aarnet.edu.au/linux/debian/

Anyhow, I wouldn't expect to get anything new there, the latest version of
netscape in /pub/internac/mac is 3.1.
