The above is not a valid shell invocation.
How about:
$outcount=`/home/httpd/cgi-bin/counter.cgi
"domain=www.hexidecimal.com.au&page=signup&visible=true"`;
But, same problem: CGI.pm will look in REQUEST_METHOD and get its values
according to that. Maybe this would work:
$outcount=`REQUEST_METHOD="" /home/httpd/cgi-bin/counter.cgi
"domain=www.hexidecimal.com.au&page=signup&visible=true"`;
