The original SGE was built by DOPI (Department of Primary Industry, now AFFA)

They sold it to a company known as SecureGate.

Who on earth told sge (secure gateway environment) is run by the dsd?

They were run by the NCA/Department of agriculture last i checked.

Worse, their email system is woeful. I've seen bounces (from some members
of the slug list) from inside the network. It gives you a fairly clear
idea of hows things are setup in .gov.au land.

More annoyingy is that messages to non-existant but valid address (how does
*that* work?) will result in a large number of _fatal_ bounces for a week
or so.
