Think about your requirement for a permanent IP address.  We faced the same
problem here and eventually decided that a dynamic IP address was ok (it
only changes about once every 6 months anyhow if you stay online 7x24).  For
email and web serving just outsource to someone like WebCentral and you save
support costs for maintaining a secure web/email server as well.
