I recall it being listed in the developer hints file. Some installers do
minimal error checking so that when something unexpected crops up they
assume that the user has run out of disk space and exit.
That error could be the result of one of the preceeding API calls not being
done or returning incorrect data. Try +debugmsg relay and see if any of the
call values/returned values seem odd (you'll probably want to be able to
eyeball win api docs for this).
