Telstra have actually increased the upload bandwidth for cable from
400k to 512k, and changed the name of the plan to "Freedom Flat Rate"
to "Freedom Deluxe".
They have introduced a new cable plan called "Freedom Standard" which
is $5 cheaper per month and has an upload bandwidth of 256k.
Existing customers (like me) on the "Freedom Flat Rate" plan will
automatically be changed to the "Freedom Deluxe" plan unless they ask
to be changed to the "Freedom Standard" plan.
I got the above information from their cable pricing and FAQ web pages.
