Well, there's always ftp.au.debian.org, which is in WA. http or ftp,
whichever suits.

You could always - suffer the thought, don't do this at home kids, and I
wouldn't recommend this in just any old situation, but I know how a Debian
user feels without their apt-get upgrades - not... use... a... mirror?
